I have my great grandfather's "Harley-Davidson motorcycle, sidecar and parcelcar sales contract". It seems to be a contract for great grandfather to become a dealer. Great-grandfather bought 3 motorcycles and 1 sidecar-- at least 1 for my grandfather, when he was 17. It is dated August 16, 1919. Great-grandfather signed as the "Dealer" and Arthur Davidson signed as the "Officer". Is this valuable to anyone?

Yes, it is valuable. An Arthur Davison signature on a blank paper or card is worth more than $1000. The signature on a membership card is worth more than that. I can't read the card, but if it pertains to motorcycles or Harley-Davidson it is worth even more.
All vintage Harley-Davidson memorabilia is highly collectible.
